Hybrid. Predominantly telework with a minimum of one in-person meeting a month. This is subject to change due to the BHA’s need.

About this Unit:

The manager of Regional Engagement reports to the Division Director of Intergovernmental and Community Engagement and is located within the Behavioral Health Administration’s (BHA) Division of Intergovernmental and Community EngagementIn collaboration with other state agencies and the people of Colorado, the BHA is accountable for the delivery of behavioral health services in Colorado. It bestows a streamlined and efficient government approach to support quality care while minimizing the burden on providers so that they can focus on service delivery. The BHA is responsible for behavioral health policy development and effective collaboration with cross-sector partners and Colorado communities working in and around the behavioral health system and along the continuum from prevention to treatment and recovery. The BHA works in partnership with State agencies to reduce bureaucracy and fragmentation.

The Intergovernmental and Community Engagement Division serves as an open door between the Behavioral Health Administration and all Colorado communities. This approach to community engagement consists of a team of regionally based engagement specialists that focus on all underserved communities within their assigned region. This approach creates a direct line of communication between the community and the Behavioral Health Administration

About this Position:

The position provides leadership to ensure the effective communication, strategic planning, coordination, and implementation of engagement activities and building community partnerships throughout the state. This position is responsible for developing and implementing a community engagement strategy that grows the internal and external BHA community, fosters engagement, collaboration, awareness, and knowledge about behavioral health in Colorado. This position, through the Regional Engagement Specialists within the unit, works to ensure that Coloradoans are informed of BHA’s work and contribute to achieving goals throughout the various State offices, within provider agencies, and throughout each county in Colorado.

This position collaborates with the BHA EDI Director on all aspects of planning, organizing, and implementing BHA’s Family Voice Council. This position will collaborate, internally, as well as externally on programs serving the people of Colorado, including children, youth and families, pregnant and parenting persons, people with BH needs who are at risk of becoming involved in the policing system, treatment and recovery, and substance use disorder; This position provides guidance and leadership in engaging with diverse community partners throughout Colorado.

This position represents the Behavioral Health Administration's interagency and community engagement efforts aimed at improving access to behavioral health services for all people of Colorado. This position ensures that the efforts of the BHA to bring whole-person health to all people of Colorado are accessible, effective, and aligned with the needs identified in the BHA strategic plan. This position identifies the needs of the communities and focuses on underserved populations, per 27-50-101 17(b). This position develops performance measures for the unit to meet these standards.

This position is knowledgeable about community engagement best practices and Federal, State, and community efforts to reform systems, break down system silos, and supports the provision of prevention services. This position manages technical assistance provision, communications, cross-departmental coordination, and policy support for behavioral health practices.

Community Engagement Management:

  • Develops and implements an organized engagement structure to ensure outreach to all underserved communities, statewide.

  • Builds and maintains effective working relationships with key stakeholders, prioritizing historically and currently oppressed populations and individuals and groups in behavioral health strategic planning.

  • Lead engagement activities and stakeholder opportunities that allow Coloradans to inform and provide feedback to the BHA.

  • Works across BHA Divisions to share timely stakeholder feedback with pertinent staff in addition to a monthly report of stakeholder feedback that can be disseminated to staff across the BHA to be incorporated into all BHA initiatives and systems.

  • Create performance measures for the unit on Community Engagement.

  • Provides information and connection to community resources and public benefits, as well as, assists in resource development and messaging.

  • Provides oversight on constituent feedback opportunities across the BHA programs, policies, and communication tools.

  • Builds and leads a cross-division engagement working group to monitor and stay informed of outreach activities with consideration for other state agencies or departments and communities served by the BHA to assist with strengthening collaboration and inclusion in BHA strategic planning.

BHA Community Voice Councils, Boards and Committees:

This position works across the Administration, and with other state agencies to determine the direction of state priorities and oversees outreach, engagement, and partnerships to ensure all individuals and families served are communicated with, have opportunities to participate in engagement activities, and have a new or strengthened role as partners in the creation and implementation of programs and policies. The position works closely with the BHA Division Director of Intergovernmental and Community Engagement as and serves as the main point of contact and subject matter expert on external and internal-facing community and family engagement practices for BHA.

  • Partners and collaborates across the Department and with other state agency community engagement coordinators to increase diverse representation on advisory committees and determine better ways to incorporate families into the decision-making process and policy development;

  • Serves as the spokesperson and leading expert for all community and family engagement initiatives across the Department and at local, state, and national convenings;

  • Facilitates community engagement meetings internally and externally as the BHA expert to share best practices and lessons learned to programmatically and systematically improve family outcomes;

  • Develops, leads and is responsible for implementing the BHA Family and Community Engagement Plan

  • In Collaboration with the BHA EDI Director and CDHS, trains and distributes best practice models outlining authentic family engagement for BHA and county staff.

  • Position manages data collection and dashboard visualization for BHA and co-create presentations with senior leadership on real-time progress reports.

  • Leads, trains, and advises staff in all community and family engagement endeavors such as geographic regions (urban, suburban, rural, etc.) and culturally and linguistically diverse communities;

Supervision and Leadership :

  • Supervises four Regional Engagement Specialists, providing purpose, directions, and motivations to meet the BHA Strategic plan and initiatives.

  • Establishes work schedules, reviews and approves work time and absences using the automated system.

  • Actively supports refinement of the processes and performance measures and actively works to improve the performance of Community Engagement across BHA.

  • Provides leadership to team members ensuring the provision of high-quality policies and procedures are produced and delivered. Establishes procedures, standards, and expectations and monitors performance. Directs projects and ensures completion. Creates team goals, monitors the progress of goals, and resolves conflict.

  • Manages the performance of individuals reporting directly to the position to include performance management process (PMP), establishing, and monitoring goals, and taking steps to improve team performance.

  • Fulfills all supervisory duties including training, coaching, and regular supervision to ensure the programs are appropriately staffed and selected staff members are the best qualified and prepared for maximum productivity and job and program success.

  • Position works collaboratively with all teams, and works to ensure open communications and that the appropriate team members are involved as needed.

  • Position effectively resolves any conflict or practices that hinder organizational effectiveness by using conflict resolution and performance management, when necessary.

  • Position oversees the development and completion of a strategic and/or work plan to implement and sustain Community Engagement initiatives and policies across BHA.

  • This position may be called upon to perform tasks or undertake special assignments or projects deemed necessary by BHA, but not specifically referenced in the above duties.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Option 1 (Minimum Qualifications)

  • Nine (9) years of diverse experience encompassing community engagement, working with underserved populations, and/or behavioral health. Must have experience in both supervision and engaging with community stakeholders. Demonstrated understanding of regulatory rules pertinent to behavioral health settings.

Option 2 (Education and Experience)

  • A combination of related education and/or relevant diverse experience equal to nine (9) years encompassing community engagement, working with underserved populations, and/or behavioral health. Must have experience in both supervision and engaging with community stakeholders. Demonstrated understanding of regulatory rules pertinent to behavioral health setting.

  • Demonstrated experience in leading and managing teams effectively, preferably in a behavioral health or related field.

  • In-depth knowledge and understanding of behavioral health services, including mental health and substance abuse treatment programs.

  • Familiarity with community resources, support networks, and referral pathways for individuals experiencing behavioral health challenges.

  • Strong interpersonal skills, including empathy, active listening, and conflict resolution, to foster positive relationships within the team and with external partners.

  • Proven ability to develop and execute strategic plans to address community needs and enhance outreach efforts.

  • Experience in designing and implementing outreach initiatives, events, and educational programs to promote behavioral health awareness and access to services.

  • Proficiency in collecting, analyzing, and interpreting data to inform decision-making and evaluate program effectiveness.

  • Experience working with diverse populations, including marginalized communities, and addressing disparities in behavioral health outcomes.

  • Experience in building and maintaining partnerships to enhance service coordination, resource sharing, and community engagement efforts.

  • Commitment to professional growth and staying abreast of emerging trends, best practices, and evidence-based interventions in the field of behavioral health.

  • Understanding of relevant laws, regulations, and accreditation standards governing behavioral health services, including HIPAA, Medicaid, and state licensing requirements.

  • Flexibility to adjust strategies, approaches, and priorities in response to feedback, emerging challenges, or opportunities for innovation.

    Conditions of Employment:

  • This position travels throughout Colorado to meet with stakeholders and community partners.

  • This position is delegated as a hybrid position. The employees must maintain a home office,

internet, and possibly phone to complete required job duties or report to the office when needed.
