Posting Summary
Rutgers, The State University of New Jersey is seeking a Project Development Engineer for the Center for Advanced Infrastructure and Transportation (CAIT) within the School of Engineering. The Project Development Engineer specializing in the proposal, development, implementation, and delivery of innovative projects related Connected and Automated Vehicle and Intelligent Transportation Systems will play a pivotal role in the long-term success of the DataCity Smart Mobility Testing Ground program in collaboration with Middlesex County and New Jersey Department of Transportation. The successful candidate will work closely with DataCity principal investigators, program managers, and the students to ensure the identification and pursuing of federal, state, local, and industrial funding opportunities, ensure quality system design, planning and delivery, and engage in the outreaching and partnership with transportation agencies, industrial, academic, and community partners.

Among the key duties of this position are the following:
  • Prepares, plans, and writes funding proposals to secure financial support from federal, state, local, and industrial funding opportunities.
  • Engages in effective outreach and partnership building efforts with transportation agencies, academic sectors, private sectors, and communities to identify traffic safety, mobility, and environment problems and address their needs through project development, implementation, and delivery.
  • Collaborates with Datacity pi s, Staff, and Students in the planning, development, and delivery of projects with system engineering approach and project management best practices.
  • Ensures effective and timely preparation and maintaining of project reports, system documentation, user manual and training materials, technology and knowledge transferring documentation, and community engagement documentation.

Qualifications

Minimum Education and Experience
  • Bachelor's degree in a related field or discipline, or an equivalent combination of education and/or relevant experience.
  • A minimum of five years of relevant professional experience, excellent communication skills, and computer literacy.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Excellent oral and written communication skills, and have experience in writing project proposals and reports. Excellent presentation skills and experiences in communication and engagement with public and private sector clients and community partners.
  • Strong background in professional project management, project reporting, project documentation, client engagement, and team management. Solid understanding of the best practices in system engineering approaches and project management.
  • Experiences with grant proposal development including but not limited to funding opportunity tracking, proposal idea development, proposal writing and presentation, outreach and communication with potential partnerships, budgeting, professional packaging of competitive proposals, on-time submission, and funding negotiations.
Preferred Qualifications
  • Professional editing and graphical development skills are plus.
  • Experiences with Field ITS Projects, Connected and Automated Vehicle, Smart City Technology pilot, deployment, and evaluation are a plus.
  • Familiarity with Intelligent Transportation Systems (ITS) and Cooperative Vehicle-Infrastructure Systems (CVRIA) architectures is advantageous.
  • The ideal candidate will possess a forward-thinking mindset, staying abreast of emerging technology trends in transportation, AI, and other fields.
