Job Summary

Under administrative direction, is responsible for organizing, planning, and directing the complete operation of a sound preventive maintenance and custodial operation for all City owned buildings and structures. Exercises direct supervision over assigned staff.

7:45 a.m. - 4:30 p.m., Monday - Friday

Essential Job Functions

  • Directs assigned staff in building maintenance services and administers personnel practices in compliance with Administrative Directives.

  • Administers work control programs for economical utilization of resources.

  • Develops annual division budget.

  • Develops specifications for building maintenance services to be performed though private enterprise.

  • Reviews, evaluates, negotiates, and monitors commodities and building maintenance service contracts.

  • Administers effective procurement and payment procedures for commodity and contractual services, including chargeback's, operating office equipment.

  • Monitors work activities performed through outside contracts for maintenance of building systems.

  • Operates energy management systems in downtown buildings to control energy cost.

  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • High school diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency).

  • Ten (10) years of custodial operations, to include four (4) years supervisory experience.

  • Must pass a Transportation Security Administration (TSA) Security Threat Assessment clearance upon employment.

  • Must maintain federally mandated security clearance required to work at an airport at all times.

Preferred Qualifications

  • Experience in a construction environment coordinating with consultants and contractors regarding project cost estimating, scheduling, and scope definition and negotiation.

  • Experience with document control and document management.

  • Knowledge of Maintenance trades such as Mechanical, HVAC, Plumbing, Carpentry and Electrical.

  • Experience with Life-cycle Maintenance and Preventative Maintenance.

  • Experience responding to preventative and reactive maintenance service calls, leading a team of diverse trades.

  • Experienced in reading blueprints.

One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Full-time City of San Antonio employees are allowed to substitute two years of related experience for one year of higher education or one year of related higher education for two years of experience. Effective July 9, 2010, external applicants must meet the minimum requirements of the job without substitution.

Knowledge, Skills, and Abilities

  • Knowledge of principles of budget preparation and administration.

  • Knowledge of basic accounting principles and procedures.

  • Knowledge of principles and practices of supervision, training, and personnel management.

  • Knowledge of City and State regulations applying to purchasing.

  • Ability to organize, direct, and coordinate activities pertaining to custodial staff.

  • Ability to develop long term plans and programs on matters pertaining to custodial service problems.

  • Ability to establish and maintain effective working relationships with City staff and the general public.

  • Ability to communicate clearly and effectively.

  • Ability to prepare clear and concise reports.

  • Ability to exercise independent judgment.

  • Ability to perform all the physical requirements of the position, with or without accommodations.

  • Working conditions are primarily inside an office environment.
