Summary The IC Diversity, Equity, and Inclusion (IC DEI) Office is responsible for the overall strategic management of the IC's efforts to build a diverse and inclusive workforce and to ensure that equity is a core part of management and policymaking processes. The IC DEI Office reports directly to the Director of National Intelligence offering programmatic and policymaking guidance that impacts the representation of women, minorities, and persons with disabilities in the IC. Responsibilities Major Duties and Responsibilities: The Deputy Chief, IC DEI Office serves as primary advisor to the Chief and assists in managing the development and implementation of key strategic documents such as: IC Strategy to Advance Equal Employment Opportunity, Diversity, Equity and Inclusion Providing oversight of the implementation of a congressionally mandated annual report on hiring and retention of women, minorities and persons with disabilities and other reporting requirements. Supervising a professional level staff, with a focus on building a high-performance workforce Promoting team building and a collaborative work environment; ensuring goals and performance objectives are understood Assessing performance and providing timely feedback, recognition. Overseeing budget, contract administration policies and procedures, as well as information technology, facilities, equipment, and logistics to foster successful achievement of the organization's mission. Developing and sustaining relationships throughout the IC, other federal and state government agencies, community/civic groups, foundations, academia and private industry to promote the IC as an equal opportunity employer. Identifying equity, diversity and inclusion issues; evaluating alternatives, and recommending innovative solutions to complex issues surrounding the implementation of diversity best practices and systemic problems throughout the IC. Overseeing the research, development, and implementation of new programs, policies, and training/webinars/seminars to promote equity, diversity and inclusion throughout the IC. Leading the assessment of programs; providing updates to IC senior managers, US Congress, and other Federal regulatory agencies and stakeholders. Preparing findings, reports, briefing papers and other written materials as related to diversity, equity and inclusion. Informing the development of policy proposals for IC directives or legislative amendments to advance diversity, equity and inclusion programs and goals. Representing the DNI or Office on-related fora and conduct ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, United States Government, and oversight organizations (e.g., Congress and OMB), as needed, to meet mission objectives. Overseeing development of standard operating procedures and operational guidance to attain DNI and directorate goals and objectives. Serving as a diversity consultant to ODNI leadership and provide advice on the development, implementation, and management of complex diversity programs and activities aimed at increasing diversity and EEO compliance within the ODNI and/or across the Intelligence Community (IC). Oversee budget planning and execution, strategic resource planning, and budget decisions and serve as the primary approving official for the office. Lead a professional staff, assess performance, collaborate and oversee goal setting, and provide feedback on personal and professional development. Oversee, manage, and lead programmatic initiatives and the daily operations of the organization and collaborate with office leadership to ensure strategic alignment with the mission, goals, and objectives of the ODNI. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Mandatory Requirements: Superior oral and written communication skills, including the ability to clearly convey complex information to audiences of all levels Superior organizational, managerial, and leadership skills, including ability to effectively manage the professional development of staff employees. Superior ability to work effectively with teams, build and sustain professional relationships, exert influence effectively at all levels across the IC Expert leadership and managerial capabilities, including the ability to effectively direct tasking's, assess and manage performance, and support professional development of all levels of personnel. Superior communication skills, including ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization, to give oral presentations and to otherwise represent the ODNI in interagency meetings. Lead, manage, and oversee personnel, training, budget, contract administration policies and procedures, as well as information technology, facilities, equipment, and logistics to foster successful achievement of the organization's mission. Excellent interpersonal, organizational, and management skills to conceptualize and effectively lead complex programs. Mastered ability to manage programs and the ability to direct both senior government and contract personnel. Desired Requirements: Expert knowledge of and practical, hands-on experience with the application of Federal EEO and diversity laws, regulations, policies and practices. Expert understanding of government Diversity Guidelines and Management Directives (MD - 715), and diversity best practices. Experience with government finance to include managing/executing organizational budgets. Ability to research, interpret and propose legislation. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
