City of Bisbee Wastewater Collections System Operator in Bisbee, Arizona

Summary: Under general supervision, repairs and maintains the wastewater collection system, responds to emergency situations and assists in the maintenance and repair of the fire suppression system.

Representative Job Duties: The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks.

  • Inspects, repairs and maintains the wastewater collection system including pipes, manholes and related equipment; locates water and sewer lines; flushes and repairs wastewater mains; detects and repairs leaks; repairs manholes.
  • Operates the jet sewer line cleaner and snakes to free plugged lines; uses CCTV camera to view lines and to identify potential problems.
  • Operates motorized equipment, including backhoe, tractor, jet truck, dump truck and mowers to maintain the collection system, lift stations, buildings and grounds; digs out sewer mains to allow access for repairs.
  • Uses hand and power tools, such as chain saws, jack hammers and air compressors to clear brush and debris, dig holes and ditches, and repair and maintain sewer lines.
  • Makes minor repairs at lagoons; assists plant operators with equipment repairs, as required.
  • Responds to emergency callouts; performs emergency digs.
  • Maintains and services the fire hydrant system; checks hydrants periodically to ensure that they are operational.
  • Cleans and maintains storm drains.
  • Transports equipment and materials to and from work sites.
  • Performs manual labor as needed.
  • Oversees Department of Corrections inmate labor.
  • Performs other related duties as assigned

Required Knowledge and Skills:

  • Basic knowledge of City policies and procedures or equivalent knowledge of and experience in understanding and applying similar policies and procedures of another employer.
  • Basic knowledge of the operation and maintenance of wastewater collection systems, including state regulations and standards.
  • Basic knowledge of safety standards and policies related to wastewater collection systems, the use of motorized equipment, and use of hand and power tools.
  • Basic knowledge of techniques used to connect, repair and replace piping and manholes.
  • Basic knowledge of laws, regulations and procedures related to directing a DOC work crew or ability to obtain.
  • Entry level skill in plumbing and pipefitting.
  • Entry level skill in the safe operation of motorized equipment such as jet truck, backhoe, rodders and high velocity sprayers.
  • Entry level skill in understanding and following oral and written instructions
  • Entry level skill in establishing and maintaining good working relationships with co-workers and the public.
  • Entry level skill in using hand tools, such as electric drills, air drills and hand wrenches, and test equipment associated with wastewater treatment.
  • Entry level skill in instructing, directing and maintaining the safety of an inmate work crew or ability to obtain.
  • Entry level skill in communicating effectively, both orally and in writing.

Education, Experience, and Certifications:

  • High School Diploma or GED and two (2) years of experience in construction, maintenance or repair of wastewater collection systems
  • State of Arizona class D drivers license. CDL Class A Preferred or the ability to obtain a Class A CDL.
  • Must obtain an Arizona Wastewater Collection Systems Grade 1 license within one year of employment.
  • Certification from the Depa tment of Corrections to supervise inmate labor or ability to obtain.
  • Must be available to work weekends and on call.

Environmental Factors and Conditions/Physical Requirements:

  • Work is performed in an outdoor and indoor environment with prolonged exposure to noise and chemicals. Work may be performed in confined spaces and inclement weather.
  • Work requires heavy manual labor, including bending, stooping, reaching, digging, and lifting objects weighing more than 75 pounds.
  • Position is assigned standby duty on the regular rotation.

Equipment and Tools Utilized:

  • Operates equipment such as pickup and dump trucks, backhoe, vacuum truck, generator, air compressor and jackhammer; utilizes cutoff and chain saws; operates CCTV sewer camera, line location equipment and a variety of test equipment; utilizes standard maintenance equipment such as hand and power tools.
