Northrop Grumman Defense Systems is seeking a Manager Contracts Administration 2 to join its team of qualified and diverse individuals supporting the Combat Systems and Mission Readiness (CSMR) Division, specifically the Command, Control, Communications, Computers, Missile Defense (C4MD) Business Unit, as the Integrated Defense Solutions (IDS) Operating Unit Contracts Manager. The successful candidate must be a proven leader and have demonstrated experience managing and administering contracts, captures and contract closeouts with a diverse set of customers/agencies including domestic and international content.

As Manager Contracts Administration 2, the selected candidate will also be required to provide objective-oriented direction utilizing management guidelines, general policies and maintain a strong level of engagement, while dynamically leading, inspiring, motivating and developing a team of contract professionals. This position will be on-site in Linthicum, MD; McLean, VA; Huntsville, AL; or the right candidate can work from any Northrop Grumman facility. There is no full time remote telework available for this position however, the hiring team may consider a hybrid teleworking schedule depending on skills and experience of each candidate.

In this role, the successful candidate will be responsible for all aspects of the Integrated Defense Solutions Operating Unit contracts portfolio delivering strong customer satisfaction, successful financial performance, and risk mitigation. Additionally, the successful candidate will be responsible for the direct supervision and management of a geographically dispersed team of contract professionals within the OU's portfolio, and new business pursuits.

The Manager Contract Administrator 2 responsibilities include, but are not limited to:

  • Provide trusted and valued advice and guidance on contractual matters and business aspects in general in support of Operating Unit achievement of goals

  • Build strong customer intimacy and employee engagement to assist with growing this important business area. This includes quickly orienting to regulations and acquisition procedures

  • Review and approve contractual documents for protection of the company's contractual/risk posture, satisfaction of contractual requirements, and adherence to company policies

  • Plan and execute successful contract negotiations and achieving targeted profit rates as well as favorable terms and conditions to assist in meeting profit and cash goals

  • Make decisions in a timely manner, offer guidance, and work cooperatively with a multitude of organizations ranging from technical, program, finance, supply chain, legal, export, and security. Demonstrate broad spectrum of skills - from attention to detail, to assessing macro-level impacts

  • Solve complex problems by actively seeking information and new ideas from a variety of sources. Conduct daily operations in a proactive and forward-looking manner

  • Collaborating with the BU to provide concise guidance related to C101- DSO Approval of Commitments for Company Products and Services and other procedures

Basic Qualifications for Manager Contract Administrator 2:

  • This position emphasizes skills and experience. Will consider one of following:

  • High school diploma or GED with a minimum of 10+ years of applied or related experience

  • Bachelor's degree with a minimum of 7+ years applied or related experience

  • Master's degree with a minimum of 5+ years applied or related experience

  • Prior experience with the Department of Defense (DoD) and a variety of contract types such as Cost Plus, Fixed Price, etc.

  • Demonstrated understanding of and experience with the Federal Acquisition Regulations (FAR) / Defense Federal Acquisition Regulations Supplement (DFARS)

  • Prior experience managing international (both Direct Commercial Sale (DCS) and Foreign Miliary Sales (FMS) contracts and/or subcontracts

  • Demonstrated proficiency with MS Outlook, Word, and PowerPoint

Preferred Qualifications:

  • Master's degree, Law degree, or equivalent professional certification

  • 10-15 years' experience in government contracting

  • Demonstrated leadership experience or supervisor experience

  • Prior experience negotiating complex strategic agreements and contracts

  • Other Transaction Authorities (OTAs) experience

  • Ability to Travel 10%

  • Ability to obtain and maintain a secret clearance. (Not required for hire)

  • NCMA Certification (CPCM, CFCM and/or CCCM)

Salary Range: $119,800 - $188,300

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
