SUMMARY:Responsible for the proper manning of vessels, which includes ensuring the mariners have the appropriate qualifications for the positions filled and arranging timely and cost-effective travel for the mariners to fill appropriate billets in addition to developing the strategic manning plan for fleet vessels, forecasting requirements, training schedules and provide professional development guidance to mariners. GENERAL RESPONSIBILITIES:Is the subject matter expert on crewing, working with minimal supervision. Assure that the vessel is crewed with qualified, physically fit, and able mariners for all needed positions. This entails verification that all crew documents and credentials, training, medical and drug free requirements are valid and current. Coordinate crew travel to and from the vessel in a cost-effective manner. Understand multiple union contracts, customer, and regulatory position requirements. Prepare and maintain integrity of all personnel records in coordination with other company departments. Identify discrepancies and expirations of personnel qualification. Assist with identification of training needs and training plans. Plan crew development and succession planning. Forecast crew rotation based on mariner skill level, training, and availability, including security clearance requirements as needed. Provide high quality customer service and direct communication regarding assignments for mariners. Interacts with union hiring halls to dispatch mariners as required and may assist in the union/employer grievance process. Assist with standardization and streamlining of departmental processes and training. Provide reports on manpower, work utilization and assignments as required. Participate in unemployment hearings as required. Assist in routine administrative functions such as discharges, service awards, PAN reports, presentations, and various PPT. Attend mariner conferences/conventions as directed by manager to support. May include covering various fleet/vessels in the absence of crewing team members. EDUCATION: High school diploma or equivalent, plus job related course work after high school. Bachelor's degree in business preferred. EXPERIENCE:5 years related marine industry experience in crewing vessels. Prior supervisory experience preferred. TECHNICAL PROFICIENCY:Proficient in Microsoft Office products, including Excel, Outlook and Word in addition to programs such as Filenet, NS5, Concur, and USCG web portals. COMPETENCIES:Ability to establish and maintain effective working relationships. Ability to communicate effectively verbally and in writing. Ability to develop and implement policies, procedures, goals and objectives. Ability to effectively manage projects that may vary in nature and scope. Ability to compile, review and reconcile data or accuracy, completeness, and compliance. Ability to prioritize, organize and perform multiple work assignments simultaneously while meeting deadlines. Ability to gather, interpret, report, and edit information. Ability to function effectively with or as part of a team. Ability to indirectly mentor, coach, train and/or supervise employees. Knowledge of union contracts and regulatory requirements. Knowledge of fleet training requirements, mariner documentation and collective bargaining agreements. OTHER:Ability to travel as necessary. JOB SCOPE: *Position impacts multiple business units/segments. *WORKING CONDITIONS: Normal office environment with little exposure to excessive noise, dust, temperature and the like. Extended use of a computer keyboard, viewing of a computer monitor and the ability to sit for long periods of time.
