OVERVIEW OF THE DEPARTMENT/SECTION

MUFG (Mitsubishi UFJ Financial Group) is one of the world's leading financial groups. MUFG has established the Global Financial Crimes Division (GFCD) in New York, USA, to lead the program.

The GFCD Quality Assurance (QA) team is situated in the Global Financial Crimes Compliance (FCC) Program Management department, and is responsible for driving QA standardization and consistency in both the first and second lines of defense through setting minimum QA standards, providing technical advisory, discharging oversight and governance, and building an effective QA execution capability located in MUFG Global Service (MGS), and the Regional GFCD QA teams.

1 (based in MGS, jointly managed with the Head of MGS GFCD QA)

MAIN PURPOSE OF THE ROLE

The role holder will lead and oversee the QA Strategy and Programme Development department in GFCD QA, and will be the focal point for all QA strategy and programme developments initiatives and matters globally.

QA Strategy and Programme Development is one of the nine departments in GFCD QA. It is a global department that spans, and champions QA standardization, across ABC, AML, and Sanctions, and the Americas, APAC, EMEA, Japan, and MGS. It coordinates the GFCD QA strategy, planning processes, and supports the forward momentum and evolution of the entire GFCD QA programme.

The role holder will act as the key coordinating function across all departments in the GFCD QA. The role holder will also act as the GFCD QA main point of contact for, among others, Group and Bank Governance, Global Risk Assessment, Global FCC Planning, Global FCC Testing, and Global FCC Issues Management.

The Head of QA Strategy and Programme Development role reports directly into the Head of GFCD QA, and it forms part of the GFCD QA senior leadership team.

KEY RESPONSIBILITIES

Accountable for:

  • Delivery of output by the QA Strategy and Programme Development function, including meeting target dates and deadlines.

  • Quality of output by the QA Strategy and Programme Development function, including the completeness and accuracy of the work.

  • Escalating identified risks or issues to the Head of GFCD QA in a timely manner.

  • Completing issue actions on time where the role holder is the action owner.

  • Completing mandatory training on time, including the role holders and team members.

  • Achieving annual personal objectives or escalating risks to achieving the annual personal objectives to the Head of GFCD QA in a timely manner.

  • Maintaining technical and non-technical personal development to meet the demands of the role.

Responsibilities:

Strategy and Planning

  • Standardizing the strategy and planning processes.

  • Finalizing the GFCD QA strategy through coordination and development across GFCD QA and Program Management leadership.

  • Finalizing the GFCD QA annual plan through coordination and development across GFCD QA leadership and Program Management leadership.

  • Establishing management information (MI) and metrics, in conjunction with QA Programs, MI & Technology, to monitor progress and achievement against the strategy and annual plan.

  • Establishing mechanisms to monitor and track objectives, key deliverables, and priorities, and to ensure rationales for adjustments in the event of change of priorities are recorded.

  • Monitoring team costs against the annual budget and Medium Term Business Plan (MTBP).

  • Communicating regularly the status, escalations, risks and issues relating to the strategy, plan or budget to leadership.

Programme Development

  • Promoting a strong awareness and understanding of GFCD QA and the benefits of QA across MUFG.

  • Collaborating with the other GFCD QA leadership to build momentum and evolution of key QA intiatives and programmes.

  • Establishing an intelligence capability to utilize the sizeable amount of QA MI to build insights on the effectiveness of financial crimes controls.

  • Standardizing governance, advisory and oversight functions and processes across GFCD QA and other QA teams.

  • Establishing the minimum standards for the internal quality of GFCD QA.

The role holder will be responsible for managing team members, including prioritizing workloads, training, coaching, and career development.

In addition to the responsibilities listed, as a member of the GFCD QA senior leadership team, it is expected that the role holder will significantly contribute to the GFCD QA team development. This includes improving internal controls, streamlining processes, and finding better ways of doing things across the entire team.

Importantly, it includes developing initiatives to maintain team morale and sustain motivation across the function. The role holder will be a role model through leading by example, and may need to support more junior members through coaching and mentoring.

WORK EXPERIENCE

Essential:

  • 7 plus years of financial industry and compliance experience, preferably within a global organization in a role directly involved with driving change, program enhancement and critical program evaluation.

  • Experience in:

  • Leading a team with direct reports.

  • FCC QA.

  • FCC controls oversight.

  • FCC technical advice provision.

  • Experience interacting with financial crime program senior leadership and compliance subject matter experts.

  • Thorough understanding of an effective financial crimes risk management framework.

Preferred:

  • Experience in:

  • Financial crime compliance control design, control evaluation, testing or auditing.

  • Interfacing with banking regulators and enforcement staff.

SKILLS AND EXPERIENCE

Functional / Technical Competencies:

Essential

  • Knowledge of:

  • QA concepts, including sampling, stratification, QA testing, and QA MI.

  • Governance concepts, including accountability, decision making, and challenge.

  • Oversight and assurance concepts, including testing approaches, monitoring, and sources of assurance.

  • Advanced Excel knowledge and skills, including Visual Basic for Application (VBA).

Preferred:

  • Knowledge of:

  • Financial crimes or assurance technological solutions, including workflow systems, artificial intelligence (AI) and robotic process automation (RPA).

  • Data analytics, including visualization.

  • Programming languages, for example, Python, SQL, R etc.

  • Experience of managing budgets and headcounts.

Education / Qualifications:

Preferred:

  • Financial crimes risk management or control design and evaluation related certifications.
