Naval Air Systems Command DIRECTOR, PRODUCT SUPPORT MANAGEMENT INTEGRATION in Patuxent River, Maryland

Summary You will serve as the Director, Product Support Management Integration located within the Sustainment Group of the Naval Air Systems Command (NAVAIR). The Director leads the integration of all naval aviation aircraft and weapons programs required for current and future readiness; integration of logistics elements required to develop, field, sustain and retire programs; serve as the principal interface to Naval Aviation's Program Acquisition Executives and the Naval Aviation Enterprise (NAE). Responsibilities You will interpret and implement Department of Defense, SECNAV and OPNAV sustainment support and maintenance policies and provide technical direction and guidance in their application to the development and procurement of naval aviation systems. You will oversee Independent Logistics Assessment and Sustainment Program Baseline program/product activities and direct all property management activities for NAVAIR Echelon-II and below commands comprising of 13 major operating sites worldwide. You will lead the workforce through organizational shifts; leverage, capture and share expert knowledge across the Sustainment Group; foster an environment that improves organizational performance, increases speed and meets warfighter requirements. You will oversee the execution of life-cycle management/product support requirements; monitor Assistant Program Executive Officer’s Sustainment activities; develop/implement a comprehensive product support strategy for weapons systems. You will represent the Command’s logistics acquisition and sustainment interests on various high level technical committees, panels and groups sponsored by OPNAV, SECNAV, and Office of the Secretary of Defense, Joint Services, agencies and industry. You will provide sustainment support and expertise to NAVAIR Program Offices and the NAE to achieve operational capability and in-service readiness requirements. You will coordinate command wide sustainment activities and report to Reliability Control Boards to reduce capability gaps. You will assess resource requirements of all naval aviation programs, determine adequacy of support to meet objectives. You will deliver executable, sound and affordable solutions and coordinate with Executives and the NAE for allocation/reallocation of resources. Requirements Conditions of Employment Qualifications QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Knowledge and experience in aviation logistics support concepts, policy, and doctrine including the development of holistic support strategies that span the entire life cycle of the program to improve readiness at an affordable cost. 2. Knowledge of the defense systems acquisition process, policy directives, procedures, and systems, as well as the Naval Aviation Enterprise (NAE) structure and mission. 3. Knowledge of the defense and naval planning, programming, budgeting and execution process, and in financial management/accounting concepts, methods and procedures. 4. Knowledge and experience in leading geographically dispersed organizations, creating a learning environment, gathering and promulgating lessons learned, adjusting policies and directives in a rapid manner, employing techniques and tools to redeploy skill sets across the organization, and building and sustaining agile teams to support warfighter requirements. Education Additional Information This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. Veteran's preference does not apply to the Senior Executive Service. This position is not covered by the Department of Defense Priority Placement Program.
