THE POSITION

Douglas County Planning Department

Full time position available with competitive full-family benefit package.

PERS/OPSRP retirement and availability of deferred compensation retirement savings.

Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist. Job Summary:

This position performs complex duties related to the enforcement of land use regulations, building codes, and other community nuisance abatement ordinances.

Essential Functions:

This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.

  • In consultation with the Planning Director and Building Official, establish and implement procedures for the cooperative remedy of land use, solid waste, and/or various building code violations.

  • Receive land use, building construction, solid waste, and other community nuisance complaints; conduct field investigations to determine what actions, if any, should be taken.

  • Gather and report facts, statements, or affidavits and other information for use in legal actions and initiate appropriate action as required. Prepare detailed reports of investigations. Ensure all evidence is properly recorded and case files are maintained. Work closely with the Sheriff's Office and County Counsel in performing abatement or other interventions in cases which are not resolved through voluntary compliance.

  • Represent the department to the community; provide information regarding enforcement to contractors, builders, property owners, service providers, and general public.

  • Issue violation notices, stop work orders and citations as necessary. Work with violators to develop and execute compliance plans.

  • Monitor compliance with conditions of approval of land use actions and permits approved under the Land Use and Development Ordinance to ensure compliance with requirements of approval.

POSITION REQUIREMENTS

SKILLS/QUALIFICATIONS:

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:

  • Associates Degree in related field.

  • At least two years relevant work experience in, code enforcement, land use administration, building inspection, law enforcement, or public administration.

    Knowledge of: Reasonable knowledge of land use planning and development concepts; investigative techniques and procedures including rules of evidence and legal processes; general procedures used in court system. Skill in: Conducting inspections/investigations, documenting findings, determining corrective action, and implementing compliance according to appropriate ordinances or specialty codes; report writing. Ability to: Communicate effectively in both oral and written forms; analyze and evaluate in both oral and written forms; analyze and evaluate statements of potential violators or witnesses and obtain evidence; make decisions independently in accordance with established policies and procedures and use initiative and judgement in completing tasks and responsibilities; utilize problem identification and resolution techniques; remain calm and use good judgement during confrontational or high pressure situations; courteously meet and interact effectively with other employees , other agency representatives, law enforcement, elected officials, attorneys, courts and the public; maintain Oregon driving record in compliance with Douglas County driving policy.

Required:

  • Oregon Inspector Certification, or be able to obtain one within six months of hire

  • At time of appointment, must possess valid Oregon drivers license

  • Regular and consistent attendance

Desirable qualifications:

  • Four year degree in land use planning, construction technology, public policy, criminal justice, environmental science, or related field.

  • Prior experience in a regulatory or law enforcement environment.

SCREENING & EVALUATION

While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background check as part of a contingent offer of employment.

Employment is contingent upon a pre-employment drug screen. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy. To determine if physically qualified to perform the essential functions, employment offer is conditional upon satisfactory results of a post-offer medical and hearing exam conducted at county expense.
