Public Buildings Service Equipment and Facilities Specialist in United States

Summary As an Equipment and Facilities Specialist, you provide expert insight and technical assessments in the development and interpretation of varied system and equipment maintenance and operations for the Colorado and Mountain Plains of the Rocky Mountain Service Center. Location of position: This position is located in the Public Buildings Service (PBS), Rocky Mountain Region in Lakewood, CO and Montana. We are currently filling two vacancies, but additional vacancies may be filled as needed. Responsibilities The major duties for this position include but are not limited to the following: Troubleshoots and evaluate proposed solutions provided by the operations & maintenance contractor for effectiveness and to substantiate the need for repair/replacement and/or will make recommendations for upgrades/redesigns. Manages the quality assurance inspection program for the preventive maintenance (PM) program performed in assigned buildings and/or facilities and prepares reports for program effectiveness. Makes frequent inspections of all phases of work, conducts engineering tests, furnishes technical assistance to supervisors and initiates, or recommends corrective action or improvements in the operation, maintenance, repair and administration. Monitors and inspects assigned facilities' mechanical systems to ensure contractors are operating and maintaining them in such a manner that maximizes mechanical reliability and minimizes system inefficiencies. Creates technical scopes of work and Independent Government Estimates for mechanical repair and replacement projects in Federal Office Buildings and Courthouses. Develops cost estimates for competitive bidding for a variety of multiple-use construction projects. Determines (a) construction operations and methods involved and the time required to complete each phase or feature, (b) various type and capabilities of construction equipment required and cost of operation and maintenance, (c) material types and quantities, and (d) overhead and other costs. Operates as a technical specialist working in collaboration with and in support to customers on projects with a mechanical/HVAC component, proactively translating customer requirements into technical options and solutions resulting in technical projects to address evolving customer workplace needs such as chilled water needs, air conditioning, airflow, computer server room requirements. To qualify at the GS-13: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience that demonstrates expert knowledge of procedures and practices concerning maintenance of property facilities, utility systems, buildings and equipment; mastery of facility administration/buildings management operations and the technical aspects of various problems sufficient to determine appropriate facility maintenance procedures; and comprehensive knowledge of operating and maintenance systems including chillers, boilers (low and high-pressure), air handlers, air-filtration systems, energy management systems (EMS), etc. Education Note: If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education.
