Public Buildings Service Industrial Hygienist in United States

Summary As an Industrial Hygienist, you will serve as a technical expert with responsibility for planning, managing, and directing the facility industrial hygiene and safety programs for all GSA-owned, operated and leased buildings within the nation. Location of position: Public Buildings Service (PBS), Office of Facilities Management We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Serves as a national focal point and provides technical guidance and expertise to national management, other program/project managers within the agency, other Government agencies, contract service firms, and contract consultant firms. Technical expertise and guidance requires highly technical judgment concerning industrial hygiene, safety, and exposure risk management where the situations encountered are frequently without precedent. Maintain awareness of the latest developments in industrial hygiene and related disciplines by reviewing technical publications, attending technical conferences or professional society meetings, and discussions with industry representatives in which discussions are of national significance or are of outstanding importance to the agency. Evaluates new technology and recommends adoption of those that would improve efficiency, safety and risk management. Evaluates the impact of proposed and changed regulations. Maintain licensing and accreditation required by regulatory authorities as necessary to perform project oversight and field surveys in related disciplines (e.g., Certified Industrial Hygienist or Certified Safety Professional). Provides technical recommendations in support of construction project and service contract administration, and makes recommendations to project managers, program managers and contracting officers concerning contract modifications. Prepares cost estimates for industrial hygiene and safety procedures and protocols based on expert knowledge of EHS requirements, design, construction, and contract administration. Applies a wide range of qualitative and quantitative methods to assess and improve program effectiveness and complex management processes, projects and systems. Reviews specific goals and objectives; monitors sequence and timing of key program events and milestones and evaluates overall program accomplishments and significant contributions in terms of agency goals. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. All candidates for Industrial Hygienist positions must meet the following Basic Eligibility Requirements: A) a bachelor’s or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; OR B) a bachelor’s degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene (courses in the history or teaching of chemistry are not acceptable). For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the ABET (Accreditation Board for Engineering and Technology) as a professional engineering curriculum; OR C) a certification from the American Board of Industrial Hygiene (ABIH). In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as independently conducting surveys/inspections based upon compliance with OSHA and EPA regulations including on-site federally-owned and leased space, and environmental sampling (quantitative and qualitative) in order to evaluate chemical, physical, biological or mechanical (HVAC systems) stresses; and preparing written reports based upon the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers. Such experience must include development of recommendations encompassing engineering, administrative or personal controls with special emphasis on asbestos control, abatement and monitoring.
