Description

The Manager of Rail Equipment Maintenance will provide leadership and effectively integrate and translate the principles and focus of the District's strategic direction into the management of the Department. They will implement preventative maintenance plans that include the measurement for all maintenance activities to ensure safe, cost efficient and quality based maintenance practices. This position ensures department members understand their part in fulfilling agency goals and vision, and instills a strong safety and customer service culture. Responsibilities include setting of goals and performance objectives, monitoring and adjusting objectives as needed to achieve Key Performance Indicator (KPI) results.

In this position you will manage all operational activities of the Rail Equipment Maintenance (REM) department placing priority on ensuring vehicles meet the highest safety and reliability standards. Participate in the development, implementation, management and meeting of department KPI's. As well as be responsible for preventative maintenance, running repair and overhaul of light rail vehicle components. You will be responsible for employee and labor relations, performance management, and monitoring of resource allocation and productivity.

Five (5) days a week onsite are required.

Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of TriMet’s product and service offerings.

Essential Functions

  1. R esponsible for the management of REM operational programs, procedures and staff. Includes setting of goals and performance objectives, monitoring and adjusting as needed to achieve required results. Manage and maintain cost effective delivery of all REM services.

  2. Ensure effective leadership and management of REM supervisory and line staff in support of agency goals regarding service reliability, cost efficiency, safety, and customer satisfaction.

    Directly supervise management staff responsible for the day-to-day operation of the department. Model and hold staff accountable for exemplary customer service through open communication, employee participation, performance management, and professional development.

    Maintain good employee relations demonstrating a willingness to cooperate in resolving problems with employees, administer discipline through the fair and equal application of rules, procedures, and compliance with bargaining unit agreements. Conduct grievance hearings as required.

    1. C oordinate the development and implementation of REM training programs to meet agency goals.

    2. D evelop and implement annual goals, budget and work programs that are integrated into agency goals. Monitor budget expenditures, measure performance goals, and recognize achievements.

    3. D evelop and implement strategies and programs that facilitate collaboration within the department and divisions within the District. Model and ensure the Continuous Improvement Process continues to be the model of everyday work processes.

    4. I ntegrate and translate the principles and focus of the District's strategic direction into the management of the REM department.

    5. R esponsible for the management of the servicing and daily cleaning activities of all revenue equipment.

    6. D evelop documents, in cooperation with Rail Equipment, necessary for the success of long-range rail planning while integrating the nine principles of the District's strategic direction.

Position Requirements

A minimum of a High School Diploma or equivalent is required.

Bachelor's Degree in Business, Engineering, Transportation Management, or Public Administration preferred.

A minimum of six (6) years total credited experience.* Three (3) years e xperience in fleet maintenance and urban transportation required. Two (2) years experience with managing union and non-union workforce.

Two (2) years experience in a progressively responsible lead or project management role in transportation, equipment maintenance, urban rail transit, transit operations or project management at a large public or private organization required.

Or any equivalent combination of training or experience.

*The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Minimum: $114,749.00

Maximum: $172,125.00

    Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
