We are currently seeking an experienced Senior HR Specialist. This position is full time and 100% remote supporting the Cybersecurity and Infrastructure Security Agency (CISA).

Responsibilities for this position include, but are not limited to:

• Conduct pre-recruitment consultations with hiring managers.

• Upload recruitment case file documents as needed.

• Prepare job analyses and assessment questions for recruitment activities.

• Draft and post Merit Promotion and Delegated Examining Job Opportunity Announcements in OPM USA Staffing Upgrade system.

• Conduct qualifications analyses.

• Issue applicant certificates/referral lists.

• Quality review/audit selection certificates.

• Perform onboarding activities for selections using USA Staffing Onboarding.

• Perform quality review of recruitment and staffing work products and selections and selections including JOAs, certificates, and coding personnel actions, etc.

• Delegated Examining Certified (Current).

• Currently hold or able to obtain and maintain DHS fitness determination.

• Over 10 years of relevant experience.

• Master’s degree (12 years of relevant work experience may be substituted for a master’s degree).

• Experience using NFC and EmpowHR (experience with HR Connect may be substituted for EmpowHR).

• Specialized experience in Federal staffing and recruitment.

• Minimum of one (1) year experience using OPM USA Staffing Upgrade System.

• Demonstrated ability to provide Federal Human Resources advisory services on issues involving recruitment, hiring flexibilities, and strategies.

• Demonstrated ability to conduct job analysis, create job opportunity announcements, conduct qualifications analyses, issue certificates, and onboard selections.

• Demonstrated ability to quality review work products such as job opportunity announcements, certificates, tentative job offers, final job offers, including pay setting and coding personnel actions.
